Anytime you see the word "horn" used in the Bible, it is referring to and is interchangeable with the English word "authority".
.
It's just as simple as that.
.
After considering every verse that uses this term, no definition other than "authority" can be consistently used.
.
The only exceptions are when the term "horn" is being used to specifically refer to the horns of a specified and very clearly defined animal. Such as: "And he cut off the horns of a bull ...".
.
But in those instances it's quite obvious that the term "horn" is being used to imply its literal meaning.
.
Nevertheless: As far as understanding Bible Prophecy is concerned, no word has confused more people than the term "horn". Because the term "horn" is commonly used in conjunction with the term beast.
.
However, the term "beast" simply refers to a government, not to an animal, unless of course the word "beast" is being used to refer to the "beasts of the earth" in which instance it is - usually - being used to refer to animals.
.
The term "horn" also has a tendency to be taken literally by the readers of prophecy, thereby causing many to sincerely (but mistakenly) believe the Bible to be literally saying (for example), that a great beast (as in a wild animal) having ten horns and seven heads will rise up out of the sea, when these terms are symbolic, not literal.
.
But, let's go all the way back to the Book of Psalms, then progress all the way forward to the Book of Revelation, and analyze the meaning given to the term "horn" in the early Books of the Bible. And it will become intuitively obvious that the term "horn" simply refers to earthly "authority". Below is a list of every verse in the Bible that uses the term "horn" in a manner not referring to the horns of a clearly specified animal. The term "authority" has been placed in parentheses along side the term "horn" to demonstrate that the term "horn" is referring to just that. ... An earthly authority.

"All the horns (authority) of the wicked also will I cut off; But the horns (authority) of the righteous shall be exalted." (Psalms 75:10)

"... He hath given to the poor; His righteousness endureth for ever; His horn (authority) shall be exalted with honour." (Psalms 112:9)

"There will I make the horn (authority) of David to bud: I have ordained a lamp for mine anointed." (Psalms 132:17)
.
"He also exalteth the horn (authority) of his people, the praise of all his saints; even of the children of Israel, a people near unto him. Praise ye the LORD." (Psalms 148:14)

"The sin of Judah is written with a pen of iron, and with the point of a diamond: it is graven upon the table of their heart, and upon the horns (authority) of your altars;" (Jeremiah 17:1)

I considered the horns (authorities), and, behold, there came up among them another little horn (authority), before whom there were three of the first horns (authorities) plucked up by the roots: And, behold, in this horn (authority) were eyes like the eyes of man, and a mouth speaking great things." (Daniel 7:7-8)

"Therefore the he goat waxed very great: and when he was strong, the great horn (authority)was broken; And for it came up four notable ones toward the four winds of heaven." (Daniel 8:8)

"Arise and thresh, O daughter of Zion: for I will make thine horn (authority) iron, and I will make thy hoofs brass: And thou shalt beat in pieces many people: And I will consecrate their gain unto the LORD, and their substance unto the Lord of the whole earth." (Micah 4:13)
